Legal & Policy Monitoring Programme
Track, analyse and disseminate new, existing and proposed related laws on digital rights and internet governance , assessing their compliance with human rights standards.
Engage with local, regional and international stakeholders — civil society, media, private sector, government ministries — in consultations and public discussions of laws and policies.
Document instances of censorship, website blocking, or arbitrary takedowns, producing periodic reports to influence policymakers and international bodies.
Advocate for the establishment of robust oversight mechanisms, comprehensive data protection legislation, transparency in metadata retention practices, and safeguard provisions for users, while also engaging with the EU’s human rights mechanisms—well known for the GDPR framework—to promote the application of human rights standards and best practices in Cambodia.
Data Development Programme
The Data Development Programme focuses on generating reliable, data-driven insights that inform both national advocacy and community-level interventions. Unlike the legal and policy monitoring work—which tracks and analyses legislative developments and governance frameworks—this programme is dedicated to research, data collection, and analysis on Cambodia’s evolving digital landscape.
It will aim to:
Produce quantitative and qualitative studies on digital access, literacy, online behaviour, cybersecurity incidents, and emerging technologies such as AI and so on.
Build a national evidence base to guide policymaking, strengthen digital capacity, and support awareness and education programmes.
Develop accessible data visualisations and public dashboards to promote transparency and understanding among civil society, policymakers, and the public.
Collaborate with universities, think tanks, and international partners to ensure methodological rigour and knowledge exchange.


Digitalhub Programme
Digital security & AI literacy, awareness raising, website incident support.
Develop and promote curricula and training programs at schools, universities, and community levels to build skills in safe internet use, digital security & AI literacy, awareness of security, privacy, and responsibilities online.
Use public outreach campaigns (social media, netizen-led initiative) to raise awareness around digital security & AI literacy best practices
Develop new educational materials in Khmer—including guides, infographics, videos, and interactive content—tailored to Cambodia’s local context and literacy levels. Where appropriate, adapt and translate existing international digital literacy and security resources to make them relevant and accessible for rural communities and low-literacy populations. Within this Programme, DFC also creates a Telegram channel for online users interested in receiving regular updates on those produced materials.
Establish and coordinate a website incident response mechanism for civil society organizations facing emerging threats and lacking the capacity to effectively address them, including support for digital forensics, incident response, secure communication tools, and holistic assistance.
